Sometimes. Code allows recover over one existing system if moisture surveys show dry insulation and the deck is sound. It saves tear-off and disposal cost. But TPO over wet insulation is entombed failure. So the infrared survey comes before any recover quote, every time.
Why is my current TPO roof leaking at the seams?
